I have been feeling a bit less anxious about Elijah's adoption. I have been online a lot and from what it seems, the Presidential waiver is just another step added to the process for people with children. I read this online:
Adoptive parents who have biological children must be granted a presidential waiver by the Haitian president in order to become eligible to adopt. Historically, presidential waivers have been routinely granted to families with three or less biological children. Families with more than three biological children were granted waivers on a case by case basis.
I have been praying and feel like I just can't worry anymore. All I can do is pray and that is what I am doing. I am mailing the letter to the President today to get it certified, and then we will proceed to translation, then to the Haitian consulate.

Hi Kim--I asked Robin if we needed to get the letters state certified and she said "no." I've already mailed mine to the Haitian Consulate in Chicago for legalization and am a little worried about not having had it state certified first. Ugh. Oh well, I guess we'll see what happens when they express mail it back to me next week. I feel at peace about it all too. God knows. Heidi

Maybe I added an unneeded step, I didn't think to ask Robin about that. I hope I get it back soon so I can get it translated and to the H. Consulate. Still praying!
Praying for you that the president gives his approval soon.
In 2006 when my paperwork arrived in Haiti, I too submit a letter to the president as I had two bio children at home. I never heard it was actually required as they relaxed the rules after that. This is the third time I since I started looking at Haitian adoption that I have seen this rule enforced & the prior two times were very short lived. I pray this will happen this time too & Preval will grant you the permission you seek.
